If you think it’s been a crazy week in our fight to pass Constitutional Carry here in Georgia, you would be correct. Here’s where things stand right now.
On Monday, the members of Georgia Gun Owners successfully rammed Constitutional Carry (Senate Bill 319) through the State Senate on a party line vote and with plenty of rage from Senate Democrats.
SB-319 is a fantastic bill that is the pure Constitutional Carry legislation that Georgians deserve and is basically identical to what twenty-one other states have enacted.
This legislation could have been taken up in the House Public Safety Committee right away, and it very likely could have been voted on in the House late yesterday and sent on to Governor Kemp’s desk.
Instead, Speaker Ralston has decided to run his own version of Constitutional Carry. And, of course, giving Ralston control over a gun bill is a disaster waiting to happen.
Ralston’s version on Constitutional Carry, House Bill 1358, was a disaster when it was first written. HB-1358 did real damage to Constitutional Carry, by limiting it to people who could successfully obtain a Georgia Weapons License.
GGO sounded the alarm on HB-1358 late this week and you FLOODED the Public Safety Committee with calls and emails demanding that they either advance SB-319 or fix the issues with HB-1358. And I’m pleased to announce that your pressure worked!
HB-1358 was heavily amended late this week and Constitutional Carry now applies to the following individuals:
>>> Anyone who is not barred by law and who meets the criteria for a Georgia Weapons License, whether you apply for it or not. Basically, anyone who meets the criteria of 16-11-129.
>>> Any person from any other state who could meet the criteria of a Georgia Weapons License (16-11-129,) if they were a resident. Basically, any law abiding American.
>>> Any person who has a license to carry a firearm from any other state.
SB-319 is still a better version of Constitutional Carry because it opens these freedoms up to anyone who isn’t barred by law from owning a firearm. But as of this moment, both bills will make Georgia a Constitutional Carry state.
But we are entering a very critical junction in the Constitutional Carry fight, as the legislative calendar is rapidly running out of time, and we need to get one of these bills onto Brian Kemp’s desk.

The media is trying to kill Constitutional Carry. The radical leftists in Atlanta are trying to kill it. And Bloomberg’s organizations are using text and digital ads trying to kill it.

P.S. GGO members have forced the Senate to pass Constitutional Carry (SB-319) through the Senate last Monday. And GGO members have forced the House to improve the disastrous House version of Constitutional Carry (HB-1358) with committee amendments.
Now, we need to finish this fight and put either of these bills on the House floor for a final vote as soon as possible!
